AC: no_child
A fresh household with no children shows ONE guided setup card pointing at "Add a child"; tapping it routes to the Household tab.

all-empty, no children → guided "Add a child"​

Expect:
  • the single guided setup card replaces the three sections
  • exactly one empty state (not the three per-section ones)
  • the next step is the child step
  • the primary CTA is "Add a child"
  • the per-section empty states are gone (collapsed)

tap "Add a child" → routes to the Household tab​

User Actions:
  • Tapped: widget with key [<'GuidedSetupCard.addChild'>]

  • the child-create surface (members) is shown
