Governance Admin Guard Owner Passes To Governance

As the household, only an admin (manage-roles capability) can open the roles & owners management page.
AC: owner_passes_to_governance
A billing owner who is not a role-admin passes AdminGuard (the gate is admin OR owner) and reaches the governance page.

open the Household tab​
