The "Create adult account" button is visible only to admin/owner members and hidden from helper/member roles (Finding 1 gate fix).

SP-D Task 5: the createAdultButton is ABSENT from the Household tab for ALL viewers — it moved to the People & Access page. The peopleButton (navigation shortcut) is present instead.
