As a parent, I can approve or decline a child waiting to join my household, and confirm 13+ children as adults instead of capturing VPC (L1-T10).
AC: agree_dispatches_captureConsent
Tapping Agree on the approval sheet calls captureConsent with the child's id and the selected ConsentMethod.

open People & Access, open child approval sheet and tap Agree & Approve​
