As a parent, I can approve or decline a child waiting to join my household, and confirm 13+ children as adults instead of capturing VPC (L1-T10).
AC:

A parental member sees a "Waiting to join" section listing every pending-consent child on the People & Access page.
navigate to Household tab then People & Access — pending child appears in the approval section
