As a signed-in user, a single persistent hero bar stays constant across tabs and the active tab surfaces its own actions into it, while the cosmic ambient renders behind the content.

One Shell_AppBar stays constant across tabs; each active tab publishes its own actions into it; the cosmic ambient is behind the body.

Home active: ONE persistent hero bar; Home's print action is in it; the cosmic ambient sits behind the body (not a top overlay)​

Expect:
  • a single persistent hero bar is mounted in the shell
  • the bar is hoisted above the PageView — it is not a descendant of the tab page any more
  • Home's print affordance is published into the hero bar
  • the created+enabled companion renders its cosmic band both behind the body and in front of the frosted hero band
  • each ambient layer (background + band-scoped) holds one cosmic band
  • the cosmic ambient is behind the body, never over the tab content

switch to Earn: print action GONE from the bar; Earn's own action comes up (admin Pat → ＋New); the same single bar persists​

User Actions:
  • Tapped: widget with text "Earn"
Expect:
  • Earn is active
  • still exactly one persistent hero bar (constant across tabs)
  • Home's action is withdrawn when Home is no longer active
  • Earn's ＋New (admin) action comes up in the shared bar
  • the member recommend affordance is NOT shown to a parental viewer
  • the member suggest affordance is NOT shown to a parental viewer
